Prime Minister Yoshihide Suga of Japan said he would not seek re-election, less than a year into what has been a deeply unpopular term.

Mr. Suga, who said he would formally resign on Sept. 30, has faced plunging approval ratings over the summer amid public dissatisfaction with how his administration handled the pandemic and the Olympics.
