The Washington Commanders owner led a campaign against women who alleged widespread sexual harassment on the N.F.L. team, a House panel found.

At the behest of the team's owner, Daniel Snyder, the Commanders' legal team used private investigators to harass and intimidate witnesses, and created a 100-page dossier targeting victims, witnesses and journalists who had shared "credible public accusations of harassment" against the team, the congressional panel found.
