The F.D.A. decided about 60 million doses of the J.&J. vaccine made at a troubled Baltimore plant must be discarded because of possible contamination.

The F.D.A. has not yet decided whether Emergent BioSolutions, the company that operates the plant, can reopen the factory, which has been closed for two months because of regulatory concerns.
