Hours after police raids, Chambly placed under trusteeship

Quebec municipal affairs minister Andrée Laforest said on Wednesday that the South Shore city of Chambly has been placed under provincial trusteeship.

Laforest’s announcement was made a few hours after Quebec’s anti-corruption unit (UPAC) launched early-morning raids targeting the municipality’s city hall, municipal garage and administrative offices.

A UPAC spokesperson would only confirm that raids were being carried out on the South Shore in connection with an investigation and that no arrests were expected to be carried out.

Television images from the scene of the raids showed UPAC agents entering and leaving city hall at the Place de la Mairie, as well as taking photographs outside the building. Similar operations were taking place at the city’s administrative offices and municipal garage.

Chambly Mayor Denis Lavoie, in office since 2005, has been elected four times and has been on sick leave since last November.

Before leaving office, however, Lavoie was involved in several controversies, including the demolition of the Maison Boileau, a house of historic importance, as well as a series of investigative news articles detailing a dispute between the mayor and a citizen.

According to the city’s website, Lavoie was a member of the Sûreté du Québec from 1979 to 2004, where he served as a patrol officer, organized crime investigator and worked on the force’s criminal intelligence section.

He was also a co-ordinator for Info-Crime Québec.
