Breaking: ICE Officer Who Shot Minneapolis Woman Was Dragged by Illegal Immigrant’s Car Last Year, DHS Says

The Immigration and Customs Enforcement Officer who fatally shot a Minneapolis woman behind the wheel of her vehicle on Wednesday was dragged behind a vehicle driven by an illegal immigrant who was fleeing a traffic stop last year, the Department of Homeland Security revealed.

Roberto Carlos Munoz-Guatemala, a Mexican national who entered the U.S. on an unknown date, dragged the officer 50 yards with his car while trying to evade arrest during a traffic stop in Bloomington, Minnesota in June. He was arrested and placed in federal custody, authorities said. The Department of Homeland Security revealed Thursday that the unnamed officer involved in the altercation with Munoz-Guatemala is the same officer who fatally shot Renee Good during an enforcement operation on Wednesday.

Munoz-Guatemala refused to exit his vehicle during the traffic stop, so the officer broke a rear window and attempted to open the door. At that point, Munoz-Guatemala accelerated away from the scene, swerving from side to side in an attempt to shake off the officer, whose arm had become lodged between the frame of the car and a seat, according to court records reviewed by The New York Post. The officer was taken to a local hospital and given 33 stitches, DHS said at the time.

“Roberto Carlos Munoz-Guatemala is a child sex offender and illegal alien from Mexico who attempted to evade law enforcement and dragged an ICE officer 50 yards down the street with his car. Thankfully, the officer is expected to make a full recovery,” DHS assistant secretary Tricia McLaughlin said in a statement at the time of the incident.

“This illegal alien has been committing violent crimes in the U.S. for nearly 15 years. He is a convicted child sex offender who has a rap sheet that includes an arrest for domestic assault and multiple driving offenses. Under Governor Tim Walz, this sicko was living in Minnesota without consequence. Instead of comparing ICE law enforcement to the Gestapo, Governor Walz should be thanking our brave law enforcement for arresting these violent criminals.”

DHS said Munoz-Guatemala was convicted of sex crimes involving a teenager. His rap sheet also features an arrest for domestic assault and driving offenses. ICE previously had a detainer on him in 2013.

The ICE officer who Munoz-Guatemala dragged is now at the center of a national firestorm after fatally shooting Good, who was interfering with an ICE operation at the time, according to DHS. The Trump administration has justified the shooting on self-defense grounds, calling Good a "violent rioter" who "weaponized her vehicle" by driving towards federal agents.

"Today, ICE officers in Minneapolis were conducting targeted operations when rioters began blocking  ICE officers and one of these violent rioters weaponized her vehicle, attempting to run over our law enforcement officers in an attempt to kill them—an act of domestic terrorism. An ICE officer, fearing for his life, the lives of his fellow law enforcement and the safety of the public, fired defensive shots," said McLaughlin, the assistant DHS Secretary.

The Trump administration vigorously defended the officer after initial footage of the shooting went viral. Minnesota Governor Tim Walz and Minneapolis Mayor Jacob Frey (D) harshly condemned the officer’s actions. During a press conference held just hours after the incident, Frey called the Trump administration’s justification for the shooting “bullsh**” and demanded that ICE “get the f*** out” of Minneapolis.

DHS recently deployed extra resources to the area because of Minnesota’s multi-billion dollar Somali fraud scandal that helped end Walz’s reelection bid.
