Breaking: Suspect in Stabbing of Virginia Woman Has Been Arrested More Than 30 Times. Prosectors Dropped Most Charges

The suspect in the fatal stabbing of a Virginia woman has been arrested more than 30 times, only for prosecutors to drop most of the charges against him, including for serious, violent crimes such as assault and rape.

Abdul Jalloh is charged with the second-degree murder of Stephanie Minter, who was found dead with multiple stab wounds at a bus station in Fairfax County. Detectives identified Jalloh through video surveillance, which showed the two getting off the bus at the same time.

The suspect was linked to Minter’s murder after he was arrested for attempting to steal from a liquor store, just the latest in a long series of alleged crimes, including rape by force, malicious wounding, and aggravated malicious wounding, all of which were dropped.

Jalloh was previously found guilty of misdemeanor assault, destruction of property, and identity theft, among other charges. In total, Jalloh has been charged more than 40 times throughout his lengthy criminal career.

The charges span from April 2017 to his most recent second-degree murder charge from this month. Of the 43 total charges, 20 were dropped.

“Abdul Jalloh was known to our office and we were acutely aware of the risk he posed to the community,” the Fairfax County Commonwealth's Attorney’s office told National Review in a statement. “That is why we convicted the defendant of a 2023 malicious wounding charge, and have since made every effort to hold him accountable each subsequent time that he has come in contact with the criminal justice system, including asking him to be held in custody whenever possible.”

Jalloh was sentenced to seven years with five years suspended for the 2023 malicious wounding conviction, and was placed on probation for four years. After he served the sentence in that case, he violated his probation, and in 2025 he served additional time for the probation violation.

The office cited victims not having permanent addresses as an obstacle in holding Jalloh accountable.

“Unfortunately, the defendant in this case also had a history of selecting victims with no fixed address – some of the most vulnerable members of our community. In multiple cases, we were unable to move forward with prosecution because victims could not be located or contacted.”

Former Attorney General of Virginia Jason Miyares blames Fairfax County Commonwealth’s Attorney Steve Descano. 

“30 prior arrests and 5 prior felony malicious wounding charges since 2023 alone,” Miyares said in a post on X. “Once again the innocent suffer when ‘catch and release’ policies by leftwing prosecutors get in charge. This is 100% on Steve Descano, and why he's so despised by the @FairfaxCountyPD.”

Jalloh’s preliminary hearing for the murder charge is set for May 13.

On February 24, Fairfax County Police posted a photo of Jalloh, asking for information regarding his whereabouts.

“He may be dangerous so please do not make any attempt to interact with him,” the post reads. That same day, Jalloh was taken into custody for a petit larceny charge. The investigation into the murder of Minter is ongoing.

Minter, the victim, was from Fredericksburg, Virginia. According to an obituary posted to Facebook, “Stephanie’s passing is a lost [sic] felt throughout an entire family and a whole host of friends. Stephanie can best be described as a happy, jolly individual, filled with love and adoration for her loved ones. A beam of light in dark places.”
